Seven Central teachers take early retirement offer
Seven teachers in the Central Community School District with a combined teaching experience of 169 years have accepted an early retirement offer in a move superintendent Dan Peterson says is aimed at cutting costs in preparation for an estimated $800,000 budget reduction in the 2013/14 school year.

The school board approved the retirement plan participants at its regular monthly meeting Dec. 19.

Teachers who accepted the offer are:

•LaRee Godes, high school special education, 13 years experience.

•Mary Froeschle, third grade, 19 years experience.

•Kristie McGuire, middle school language arts, 20 years.

•Christine Cash Gilroy, high school language arts and publications, 22 years experience.

•Jeannie Dean, high school vocal music, 28 years experience.

•Greg Weller, middle school special education, 33 years experience.

•Tom Meade, high school physical education, 34 years experience.

The early retirement program allows the school district to reduce its general fund costs by replacing higher-paid, veteran teachers with less-experienced and less-costly personnel.

The program was open to teachers who are 55 years or older and have five years or more of teaching experience at Central.

The retiring staff members each will receive a $25,000 retirement incentive paid in installments over a three-year period.

Incentive payments come from the district's management fund, which is funded by a separate levy that cannot be used for general education costs such as staff and equipment.

Central currently has a management levy of 67 cents per $1,000 property valuation and has a negative balance in the management fund of $27,349.82.

This is the third time in the last two years the district has offered an early retirement incentive.

Eight teachers accepted a retirement incentive package in January 2012, and one additional teacher joined on in April when the school board offered the package a second time.

Six teachers participated in the early retirement program in February 2010.

In other personnel business, the school board accepted the resignation of Andrew Vickers as middle school instrumental music teacher, effective July 19. Vickers has been with the district for 12 years.

The board also approved an amendment to the contract of Tammy Cousins, associate at Ekstrand, to increase her hours from 5.25 to 5.75 per day to provide recess supervision.

Other business

In other business, the school board:

•Reviewed a proposed timeline for a public vote to renew the Physical Plant and Equipment Levy (PPEL). The levy is set to expire June 30, 2014, and the timeline calls for a vote in April 2013. The voter-authorized levy is for 33 cents per $1,000 valuation, in addition to a 67-cent board-authorized levy.

•Reviewed "new money" projections based on allowable growth scenarios of 0-4 percent. Central will receive an additional $10,542 in state funds in the 2013/14 school year with an allowable growth rate of 0-3 percent and would receive an additional $55,856 with 4 percent allowable growth.

•Reviewed the results of sealed bids for the sale of old equipment. They include the sale of a zero-turn mower to Gary Schneider of Maquoketa for $400, a 1993 Chevy Astro Van to Ron Boesch of Charlotte for $100 and a 2001 Ford Taurus to Ted Papuga of DeWitt for $826.

•Held a public hearing required for an early start date for the 2013/14 school year. A proposed calendar sets the start date for Aug. 15.

•Approved early graduation pending completion of all requirements for Steven Adams, Brandon Anderson, Maddie Carroll, Steven Connell, Cristopher Marlowe, Mitch Nielsen, Alisa Sage and Hunter Wagener.

•Approved an application to the school budget review committee for allowable growth funding of $162,001 for dropout prevention.
